The lottery is as it says - a lottery - and you are chosen as such. The more verifiers you place in the Queue (the more tickets you buy) the better chance you have of Joining the Mesh (winning). In addition there is a 30 day wait period once you enter the Queue (again for spam prevention). Once you have been waiting for 30 days, you move to the lottery.
